U.S. Immigration and Customs Enforcement says it expects every officer and agent in the field to be equipped with a body camera by the end of August, a rapid expansion that could provide an unprecedented visual record of the federal government’s immigration enforcement operations. But whether the public will get to see that footage remains largely up to ICE. The agency defended its body-worn camera policy amid questions about provisions allowing ICE leadership to withhold or indefinitely delay footage after serious injuries or deaths in custody. Venturella’s statement came in response to an Associated Press report on ICE policy.
Immigration and Customs Enforcement is moving to equip officers with body cameras in the next two months but the public should not expect to quickly see footage of every critical incident. ICE’s body-worn camera policy says it will publicly release video of shootings and other encounters in which its agents cause death or serious injury only after determining it is in the “best interests of the agency” to do so. One expert on body camera usage says ICE's director will have broad discretion to release recordings that reflect well on ICE and can push to keep others secret. ICE says body cameras have been sent to more than half its field officers and the rest will receive them by the end of September.
About 60,000 migrants crossed from Morocco into Spain’s tiny Ceuta territory in the past 24 hours. Ceuta’s president cited the figure on Friday. It's equivalent to 70% of the population of the city in North Africa. At least 57 migrants died on the journey. The Spanish government said most of the people who made the crossing soon returned voluntarily after the sudden arrival of so many migrants triggered chaos and a humanitarian crisis. Some migrants swam several miles through the sea and faced down authorities who tried to turn them back with water cannons, tear gas and warning shots.
President Donald Trump has used his Cabinet meeting at the historic Camp David retreat in Maryland to boast of his administration’s achievements while seizing on a migrant crisis in Spain. Trump on Friday discussed the economy, Iran and immigration and made his case for why voters should choose Republicans in the midterm elections. Trump referenced the recent surge of migrants into a tiny territory of Spain and claimed the same thing is going to happen to the U.S. if Republicans don’t get elected. The White House spent the morning highlighting that the meeting was the first televised Cabinet meeting at Camp David, which was established in 1942 during Franklin Roosevelt's presidency.

The Trump administration wants soldiers to consider becoming truck drivers when they leave the military. Officials hope they can replace the tens of thousands of immigrant drivers who have lost their licenses in a crackdown this year. A new campaign launched Friday will promote programs that allow veterans who recently drove large military vehicles to be able to skip the required skills test to get a commercial driver’s license. Other soldiers can attend a commercial driving school during their last six months of active duty. The GI Bill will also pay for 100% of commercial driver’s license training and for some people even pay a housing allowance while they are in school.

The FBI says a former U.S. Army soldier started a fire and fired a pellet gun outside a New York building housing an immigration court and other government offices. Officials say suspect Andrew Arrabaca was taken into custody Monday. No charges have been announced yet against Arrabaca, and it was not immediately clear if he has a lawyer. New York City Police Commissioner Jessica Tisch said Arrabaca had a sign affixed to a cart with him that read “ICE off our streets.” The building has become a focal point for demonstrations against the Trump administration’s immigration policies. Three people sustained minor injuries.
